Police lay third murder charge

Police have charged a third person over the alleged murder of Launceston teenager Billy Ray Waters.

A 33-year-old man from Mowbray was charged this afternoon and will appear in an after-hours court sitting tonight.

Mr Waters was reported missing on August 11, a week after he was last seen on Holbrook Street in Invermay.

On Sunday, two 17-year-old boys, one from Riverside and one with no fixed address, were charged with one count of murder each.

Police have not ruled out charging more people.

Mr Water's body is yet to be formally identified.

Delios killer threatened violence before release: inquest

The man who killed Hobart shopkeeper Voula Delios threatened to stab a probation officer on the day of his release from Risdon Prison, an inquest has heard.

Mrs Delios, 68, was alone in her family-owned grocery store in North Hobart in July 2016 when she was stabbed numerous times with a kitchen knife by Daryl Royston Wayne Cook.

An inquest in Hobart is examining the management of the 37-year-old's mental health while in prison.

It heard that Cook was released from prison the day before she was attacked, despite displaying violent behaviour in jail.

Counsel assisting the inquiry, Jane Ansell, said that in the lead up to his release there had been more than eight reports of threats to prison staff.

The inquest will run for a week.

Abetz backs Hong Kong activists

Tasmanian Liberal senator Eric Abetz has thrown his support behind University of Tasmania students calling for democracy in Hong Kong.

A small group of Hong Kong students plastered pro-democracy posters on a wall of a university student lounge for the fourth time last night, after the tearing down of similar messages previously.

Senator Abetz said the university must back the students from Hong Kong.

"I would encourage the university to come out very strongly indicating to those ripping down the posters that we are country that believes in freedom of speech," he said.

A university spokesman has previously said it was monitoring the situation.

Puffer jackets at the ready

The Bureau of Meteorology has issued a weather alert for bushwalkers in the western and central plateau districts today.

Snow is expected to fall in areas as low as 400 metres with temperatures dipping below 0 degrees Celsius in the central plateau region.

Marine wind warnings are also in place, with wind gusts of 100 kilometres per hour possible across parts of the state during Tuesday and Wednesday.

Meteorologist Michael Conway said cold, wet and windy conditions were expected throughout this week.

"Quite a strong vigorous cold front has come through," he said.

"There's a high that's centred over … South Australia and southern Western Australia, and then a really strong low to our south, and between those two they've really pumped up some cold air."

Tasmania Police advise some roads are impassable due to snow and ice.

Pressure on volunteers

Volunteer ambulance officers at Deloraine in Tasmania's north are worried planned changes to paramedics' rosters will hinder their work in their community.

Co-ordinator Jamie Davis said Ambulance Tasmania planned to change paramedics' rosters so one of them was always at the station, but he said it would mean Deloraine's ambulances would be called to other areas more often.

"We think that the community is going to suffer for it," he said.

"The ambulances will be working a lot more hours in Launceston and Devonport, and the community will suffer for it.

"They've implemented the same model in the south, and it's already proven that's exactly what it does; it increases the workload on the volunteers and the volunteers are leaving."

Health Minister Sarah Courtney said the changes would boost ambulance resources in Deloraine and support for volunteer ambulance officers.
